They are ELIDs, people who contracted a terrible zombifying disease.
Not exactly the Resident Evil kind, but the kind that's radioactive and so painful you basically /want/ to do zombie stuff. It's more fortunate if you were to die, rather than suffer the substance's effect, but it's kinda treatable apparently.
