I think the implication is the company slapped his name on the designs and are annoyed that they got caught by the writer going directly to him instead of through them (which would let them uphold the deception). But we'll see I guess...

This unnamed company told the scenario writer they had contact with Mizuki-san, but delivered art from someone else entirely. Now Mizuki-san's trying to find out what they were up to, but instead, the company's getting on the writer's case for contacting the (supposed) character designer directly instead of going through them, per protocol. (Naturally, if he'd followed said protocol, they wouldn't have been found out.)
