三輪士郎 would be Mr Miwa Shirow. I think this login artwork is by another artist since it looks different from his usual style (to my unpracticed eye at least) and Mr Miwa didn't say anything about this on Twitter as well.

Just doubled checked, and uhh... they said this was drawn by somebody else (The JP login screen is drawn by Miwa Shirow, but they replied saying this login screen was done by somebody else), so uhhh, I take back my initial statement, my bad.
