Kushana is speaking to her mentally ill mother (at left, holding doll). The mother's insanity stems from intentionally drinking poison which was meant for Kushana. The mother no longer recognizes her daughter (instead caring for the doll in her place) and so Kushana speaks of herself in the third person.

That would be because Tabitha's whole character is essentially Rei's personality coupled with this character's backstory and then set on ice.
