Probably both because of everyone's familiarity with the early windows girls, and the fact that this era of Touhou was definitely the "cleanest" as far as character design goes. Simple, one or two color outfits that are visually pleasing. Not saying the later entries were any worse but simple is a good way to gain general appeal.

I think another "problem" is the abundance now of doujin games coming to consoles for "Mass appeal". A lot of players playing those on console are probably not even weeabo that never even heard of Touhou in the first place.
I think the only people playing the mains series are old time fans that like to play Shootem'ups in the first place.
And its a very niche genre. We're not exactly in that kinda Arcade era anymore.

It's more that most newer Touhou fans are kids or casually familiar with it, rather than the dedicated online base that have been around for ages. Don't be fooled: Touhou is more recognizable and widespread than ever, it's just with a much quieter audience you wouldn't expect.
The pre-2007 squad who've never moved on from EOSD to IN will vote in every online poll for the exact same characters every time aren't fully representative of the series. It's why Cirno, who is like recognizable almost to the point of Reimu in Japan (and thus nearly to the point of Pikachu etc,) is at like 30-something.

The kids you talk about are interested in many other things different to Touhou because there are a lot of fandoms more people could be interested in. Diversing away Touhou popularity when people released MMDs and songs 10 or so years ago about the same old fandom over and over. A console release doesn't make a fandom more popular. Kids these days use smartphones and tablets anyway.

I'm implying in general terms no kid buys a console over a Touhou game. For a Grand Blue Fantasy or Fate game maybe, that is what they are more familiar with on their parents' phone. Current generation first computing device isn't a PC running Windows either.
These polls have less than 43,000 votes. That shows how smaller the communities are. They can't get over the same pre 2010 characters and games, that also shows their ages. Their lack of interest over the new games too.
With that said, I don't find anything wrong with smaller communites. It gets more enjoyable and personal. Just don't pretend it is still big only because your small circle of friends stand still over the thousands of franchises and interests that you find today.

No one said anyone is buying a console for a Touhou game, the point is that Touhou is on consoles now, and in languages other than Japanese. Meaning more people will be introduced to it, people who wouldn't have before, because it's no longer just a niche vertical shooter only available on PC in Japanese relying on fan translations.
The Touhou fandom might not be getting bigger, but it has multiple avenues of access, more than ever before, encouraging a constant flow of new and old fans.
