Trust me Kashima, for the sake of your sanity you better not entering that building.

Pretty sure the panel above Bisko pointing when she has her index finger up is also a reference to Miles Edgeworth when he's rejecting or pointing a hole in one of Phoenix's arguments.

Both the rebuttal and objection poses Bisko did are from Miles Edgeworth. Kashima is doing Franziska's frustrated pose sans bullwhip.

Even if they could take away the freedom of Japanese shipgirls, much like Bisko had said, it may not be good idea to do that to foreign shipgirls without causing some diplomatic scandals or political disputes in process, particularly with the American, NATO and Russian ones.

They're literally doing actual Jojo poses, that are referenced all the time, in this image. The poses Bismarck and Kashima are doing in panels 6 and 7 were literally created by Jojo.

Everything is a Jojo reference because literally everyone references this extremely popular series that's been running since the 80s.

The admirals that are seeking to restrict the freedoms of the domestic shipgirls probably see the foreign shipgirls as a corrupting influence. They would have no qualms about causing an international scandal, especially if it gets the foreigner admirals to withdraw their shipgirls from Japanese soil.

Given Japan's ultra-nationalistic pride during and before WW2, the old-guard admiralty no doubt hates the idea of former Allied navy shipgirls being there. This TTK's open mindedness is a direct threat to them, hence Katori and Kashima's mission.

And the foreign admirals may would not only withdraw their shipgirls, but also cutting off their countries' military, logistical, resources and diplomatic supports as well, leaving Japan to fending off the Abyssals by themselves.

In that case, Japan can defend itself without any assistance from foreign fleets and supplies. They want to die and bring down their nation with them out of a suicidal sense of superiority, they can do it and let their betters conserve resources.

And if they join the Abyssal side they can get destroyed beside them.

On another note, my response to Admirals who treat shipgirls as nothing more than weapons is usually: “Do you really want to piss of the personifications of warships that weigh in the range of several hundreds to tens of thousands of tons.”

True. Also the Chinese didn't get good at shooting til the mid-twentieth century. Kinda like not a good idea to try and attack the Mongols on horseback until you can ride.

However, I do have sympathy with the Boxers, excluding their thuggish lunacy. The anti-colonialist bit is bunk, since

1/ China was ripe for plucking due to it's own decline [ as the West is now entering.

2/ None of the Powers wanted to grab more than a few ports and trade agreements. I doubt if more than a handful of peasants were worse off than under their normal masters.

3/ China was no stranger to invading imperially.

    .

But... foreign missionaries --- many really improving random Chinese lives quite sincerely --- were erecting temples in a foreign style; would anyone want a space alien to come and settle erecting huge concrete skyscrapers here ? [ to the average peasant, ignorant of the very fact there were non-Chinese in the world, westerners were as good as space aliens. ] And the westerners were also building railways for trade etc., disturbing the fabric of society. So the Boxers did have legitimate grievances.

The duplicitous dealings of the Chinese government didn't help either side..

    .

    .

Also I feel sorry for Black Kashima, and hope she can blossom, and that all fears of retribution by her superiors are false and punishment processes abolished.

I wouldn't be surprised if MP Kashima and Katori are the victims of abuse from their superiors. Not only the shown emotional abuse (being treated as nothing more than state-owned weapons), but sexual as well. Considering how MP Katori went straight to using sex to try to manipulate TTK, I'm thinking her own admiral may have forced himself on her, and she may think that's the only way to get an admiral to do what she wants.

But, this is Ido-base, so there is always a happy ending, no matter how dark things may get. It's the twist and turns that Ido-san comes up with along the way that make it so interesting!

While I do agree that people often tend to think "This is Jojo reference!" to nothing but just some fashion pose or some character with spirit aiding at the back of them, this manga is obviously genuine Jojo reference.

So, the foreign dorm isn't under the jurisdiction of the Japanese government. That could come in handy if one or two people suddenly needed to hide from said government, wouldn't it?

A statement that dumb shouldn't sound this persuasive...
But when it comes time for a lewd scene, it's the very fact that she's exposing her lewdness whilst still looking like she always does that gets me going.
To put it into words, it's the intersection between the ordinary and the extraordinary that-
You may have caught me off-guard with the abruptness of it all...
but there's no way that I could function as the Admiral of a naval base if that was enough to trigger a reflexive action from me.
    HEAVY DAMAGE
    DAILY NAKED EXPOSURE
    And put your clothes on!
    Either way is not fine!
Putting that aside, what's the big deal with you not even bothering to make a move on a girl with her breasts right in your face? It's practically an invitation!
And what's more, I'm Kashima's big sister! That Kashima! I've got great confidence in my body!
    Either way is fine.
Heh... I get it now, is this a honey trap?
What thoughts are you having about your very own sister!?
There is a certain something to when a woman who usually wears glasses whips them off unexpectedly, I'll admit that.
    Hey, commander.
    Commander.
Erm... I baked some cookies, would you like one?
    OBJECTION!
    Ah... Black Kashima-san!?
    The inspection shall continue.
    Next is that building there.
Oh? Stop right there, Black Kashima-san. Do you have an invitation?
You sure gave me a shock...
    (Talking fast)
This facility is the Foreign Ships' Dormitory. If you don't have permission to enter, it's off-limits.
If I had been posted to this base as their Kashima...
Perhaps I would be the one smiling like that...
    No, thank you.
    ...if...
    Don't think about it.
    Don't think about it.
    You understand, don't you, Kashima?
So get out of my way, if you would.
The shipgirls at this base are granted entirely too much freedom.
    Ah...! That one is...!
The New Special Police lies under the jurisdiction of the Ministry of the Navy. We have full permission to enter into any and all facilities.
The structures situated on top of the roof may be in violation of the building codes!
Thus the Italian Deck is also a UN military building!
If we cannot get the Admiral to step down as we have been ordered to...
Japanese building codes do not apply!
And the foreign dormitory building was purchased outright by the German government when it was registered as a base.
This dorm where the shipgirls are billeted is listed as a base of the forces of the United Nations.
Under mutual agreement, even you cannot enter as you please!
H-However, as they are buildings situated within the base, they are still subject to domestic law!
...we shall be subject to dismantlement.
If a warrant can be obtained, then an inspection is possib-...
The only facilities on-base to which domestic laws apply are those that were constructed by order of the Japanese Ministry of the Navy.
Effectively, the dorm and everything in it have extraterritoriality!!
    ARRRGHHH!!
If we don't put a stop to this trend of granting shipgirls human rights, it may cause a hindrance when it comes to war... or so our superiors think.
It's the first time that I've ever met another Kashima-san!
