Oddly enough given they're wearing Cerberus' outfit having the overly long sleeves would make some sense. Cerberus' outfit is based on the barbershop quartet vest outfit which typically has sleeve garters (arm garters for tagging). While today they're used purely for decoration, originally the sleeve garters would have been used to adjust and hold up the sleeves because for awhile the lengths of the sleeves were typically overly long for men's ready made shirts and would require the garter to properly adjust the length.
