Edit 2: I did my best transliterating the hiragana and katakana. There might be some errors, but the thrown in kanji makes it impossible for me to use Google Translate to even get a gist of what they are saying...

There's apparently a hard translated version floating around somewhere. Gist is basically about Cardigan's promotion line. She says she'll work hard to get her next promotion but since 3*s don't have access to elite 2 the doctor just backs away.

also rikaichan or rikaikun for a browser mouse-over dictionary
I don't know enough about kanji to know what to identify or name their constituent parts. Rikaichan is incompatible with my version of Firefox and searching for Rikaikun returned something called Rikaichamp. I'm going to try it. I hope it works on images, but I assume that's why you suggested it.
Edit: No, it doesn't seem to work on images...

Thanks. That makes sense. It's sad. Cardigan has become my favourite character and she's not going to be very useful in the future. :(

That's the beauty of searching by radical, you don't need to know how to read the kanji to find it: you can take a single kanji, look at it as a pictogram and say "what of these parts are in here?" and click on those parts and it will narrow the results based on what you click.
Take 何 (the first kanji on this post), for example:
Ah, it has a "⺅", it has one of "口", and it has one of these "亅" doohickeys. You don't even have to describe every single stroke.

Kroos and Lava are in the same unit, so there's a risk that they will do all of Reserve Op Team A1 before they get to Cardigan. :/
Currently, Elite Kroos and Beagle only exist as NPCs, with Beagle's elite op design also being a skin. I haven't seen any word so far that Elite Kroos is actually confirmed to be a planned separate operator like Purgatory. Unfortunately this leaves it very open as to who will and who won't get an upgrade.
