I'm not sure this even is a parody of anything other than Sailor Moon. The commentary is just basically saying "Since this is me, of COURSE I had to make it a robot girl", and this artist just.... generally does robot girls (when they're not doing Gardevoir).
The large bug eyes in particular kinda reminds me of Medarot, specifically the ones on female models like Brass or Peppercat. Course it could just be - and most likely is - a coincidence, just saying.
