I've always had mixed feelings about artists drawing Rosa this way. It looks nice to some extent, and there's nothing really WRONG with it. But, it also propagates the false perception that her in-game outfit doesn't have a stomach portion like her CG does and also suggests she's wearing a bikini. Which in FF4's world would be okay too, considering you have dancers in the streets and shield maidens in Troia easily mistaken for them, but people act like real world standards apply to fantasy and judge her poorly for it.

Yeah, I know the feeling. While my love of Rosa increased even more via that outfit, and the flawed appearance of it in the DS Remake, I have to agree that even more people judge her for it, where they have nothing but joy to say about Rydia's leotard.

Damned Hypocrites.... more inspiration for my fic then

    (Cecil/Rosa, AFF, naturally)

When it comes to fanworks, I usually won't make a big deal out of it unless it falls into certain categories.

    1) Rosa's only used in it to make Rydia look better by comparison.
    2) Usually combined with 1, they make her look horrible or the exact opposite of what she's really like.
    3) The person has an idea they love and they treat Rosa like crap in making it.

That last one's about things where the person forces Rydia and Cecil together. If they develop it, make it actually make sense, I'd be okay. Instead, they do things like make Rosa look like a whore, or have her randomly decide she doesn't care about Cecil anymore and go off to living like a crazy cat lady. The Rydia equivalent would be her deciding she'd rather live like a wild beast than help save the world.

Her hip area coupled with the crotch and lack of 'stomach' fabric makes me think of Kuja...

Again, I agree, and I hate it almost as much as you do. But, sadly, people will rarely change. . . .

What I hate most is character aging so rapidly in a game. Rydia aging to 16 in about 6 months time throughout game world time during her appearance in the Land of Summons. If they wanted Rydia to be 16 at the end of the game, why not just have made her 16 at the beginning instead of doing that whole stupid 'BECAUSE SHE IS IN A DIFFERENT TIME' excuse. I know many games and even animes that do that. Irritates the hell out of me. Especially since Rydia (Child) is only in the game for about 3 hours then the remaining 12 hours of gameplay, she's an adult.

    ... She isn't?

Nope. She's wearing a leotard. If you look for a little more than a glance, you can see her in-game avatar's stomach portion is differently colored from her skin tone. Also, there's a belt between the stomach portion and the groin area of her outfit; people assume the purple is a pair of panties just because of the color difference and not being able to see the shift in the fabric from stomach to groin. If they could, they'd be able to see it as a leotard, something widely accepted as perfectly okay for Rydia in the past, as well as for some art of Celes.

^Actually, Rosa's in-game sprites - I'm talking original SNES, not the DS sprites - do show that there is a gap in the leotard at her midriff; the pixels share the same color as her skin tone (I'd know, I work with character sprites in detail), so people's assumption that she's really wearing a two-piece is more than justified.

What it all really is, is a conflict of interests between the FF characters' in-game sprites and the way Amano originally portrayed them. Some people base their image of what a character should look like based on the character's in-game sprites (like me). Others accept Amano's original artwork as being the only "true" way to portray the character. And sometimes, people even find creative ways to combine both looks into one.

I must state, for the record, that I personally believe it's the characters' in-game appearances that makes them who they are, not their Amano artwork. Think about it. Tifa is blonde in the Amano art, as opposed to her black-haired beauty we all know and "love" (more like "lust") in the game. But all the little Tifa fanboys out there would cry themselves to sleep every night for the rest of their lives if Squenix suddenly decided to change it up and make her blonde in a subsequent FFVII-spinoff, now wouldn't they?

Kinda gives you something to think about.

Tifa's a bit of a different case considering that Amano wasn't in charge of character design for that game (and those to follow), also her game was in 3-D so she didn't have a sprite like Rosa did but an actual 3-D model which was made to resemble her official art.

Sprites are a different monster entirely. For the final fantasy series it wasn't really uncommon for the the sprites to have some differences from the official art, especially when it came to clothing. Heck look at the FFV characters sprites and compare them to to the official art for each character.
