Shinji's dub name is Paul. He's the newer rival trainer who's always cold-hearted towards everyone, especially his own Pokemon.

The rival you're confusing him with is Shigeru, Professor Ohkido's grandson. He retired from training Pokemon and decided to carry his grandpa's torch. He still crosses paths with Satoshi from time to time, though. But he doesn't antagonize him anymore.

The question I wouldn't know the answer is, whether the "kawaikuna-i!!" line should be attributed to Shinji or to Hikari. It's one of those quirks of the Japanese language that a sentence doesn't have to have an explicit subject or object, so long as they're implicit; however, I don't watch the show, so I don't have any idea of the character dynamics, thus I don't know which one would be implied to be the speaker.

I want to say that the "kawaikuna-i!!" is referring to Shinji's "omae wa dare" line... That's the only way this makes sense as a standalone image. I don't know the TV series well enough though.
