To be perfectly fair, in game the characters are pretty flat. I mean, looking at some of the more popular girls:

Belfast: elegant maid
Enterprise: anime protagonist
Unicorn: shy little sister
Taihou: crazy girlfriend
Illustrious: BOOBS

So really, having a somewhat flat personality doesn't condemn a shipgirl to obscurity necessarily.

I think the problem is being a siscon to a character who also isn't popular.
