He says that the words mean something like that. I don't think it can be exact, since we can see the last 3 words of the 2nd line each repeated 3 times, and due to the way it's structured, we'd expect any word used to be said either once, twice or 4 times, but not 3 times.
Or possibly, it does say it 4 times, and the 4th time is in the kanji-like letters. Which I suppose would mean that supports the idea that the kanji-like letters are a separate language, or at least an alternate writing scheme.
Or maybe it's not actually a coded language at all and just runes the author thought looked cool, so there's nothing to decipher.

As for the latter, we know there are "Stalkers" who come in- we met one in the first pages and saw another fall up into the sky (interestingly, in parallel to STALKER, there's even a rumored Wish Granting anomaly that is not all it seems at first glance...)
But this, Thaumiel? Not a snowball's chance in hell. This place is as much a Thaumiel as the Zone from STALKER is a Thaumiel. Yeah, it has anomalies in it, but it is anomalous itself (Exhibit A: Elevator) and likely is the source of the anomalies.
This is, at best, Euclid; I'm not sure the complex passes the locked box test, and the anomalies inside it definitely do not (hell, some of them are {seemingly} alive and hostile to life- that's at minimum Euclid almost by default). No way in hell is this Safe. I would say it's not Keter mostly because it doesn't present insane containment difficulty and does not seem to be trying to spread its reach/ break containment.
But the hostility of the anomalies inside it mean I can't see this as anything lower than Euclid, and given how some of the effects are tied to its floors it sure as hell is not Thaumiel itself.

No, danger does not really affect an SCP's Object Class. As has been reiterated several times above this, an item's Object Class is more based on the difficulty of containment rather than the danger it otherwise poses. For example, a button that can destroy the entire universe when it's pressed would be safe, whereas a cat who randomly switches places with another cat anywhere on earth would be considered Keter.
Examples from me: 044, the nuclear mortar is "safe" and it capable of serious destruction, but as long as it "in the box" nothing will happen on it's own. 259, the fractal and 342, the one-way ticket are examples of "highly dangerous Euclids", but as long as these are literally put in box and stored, nothing will happen. 079, an old AI is "actively hostile Euclid", but won't do anything if it unable to connect to outer world. **|*****|**|* is example of "keter" which is uncontained and will abduct anyone/anything that describing it, but the only way of containtment (as in "it won't attack you") is talk about it without language. 1295, the Meg's dinner is "keter" as in "great effort to keep these four gentlemen satisfied", who are implied to be the horsemen. Otherwise - are harmless.

I found the font used for this. (There's a link to it in the nicopedia entry in the pool description if anyone else is interested) It is simple substitution for the English alphabet, with the kanji-like letters being upper case and the kana-like being lower case. The book says:

The Giant Otter Squad repeating "Garbage Room", because this room is actually useless and serves no purpose at all, the foods found there tastes bland and every text contains useless information or in gibberish.
According to the author twitter, this room is one of many such facility that attempts at imitating as if someone recently lived here but, due to the countless repeatation, even tiniest fault does acculumate.

I like that 1295 is the four horsemen, and they are aware, somewhat, of their situation, and how long they've been doing this, but I also like that they seem to have a nine hour shift, than just like go home or something. I'd ask who stays at a diner for nine hours to enjoy the place, but I guess the four horsemen are those kind of people.
