The Japanese certainly list her as the nameship.
But others though, they got Atago as the nameship because she was commissioned before Takao.

Azurlane is originally a Chinese game, made by Chineses, I think it's understandable they got it the other way around.

Azur Lane doesn't have anything the other way around, all of the Takao class ships list themselves as Takao class, with Takao herself being the first. Nothing anywhere in Azur Lane suggests that Atago is the older sister.

I don't exactly play the game (for I'm not too fond of card collection games anymore), but I seriously thought they were doing the same in the game.
