The moderators have time to delete a comment, but has no time to approve the post that received the commentary.

It's usually not that they don't have time; just that they don't want to. I learned from one that some mods can be very selective on which pictures they approve.

The fact that it's lowres, artifacted, and not drawn very well may have something to do with it.
