It could be that this is the back of the owner's AV room and that the speakers are the rear component of his Surround Sound setup.

At least, that's what I'd do if I had a lot of stuff behind closed doors.

If I had the money and space to set up a display like this, I would. But I couldn't put figures on top of the cabinet like that (I'm no stranger to things falling from great heights and breaking :\).

Well, since they are action figures and not Rozen Maiden dolls that's probably the best thing to do. If you tried to play with it the worst thing that could happen is if the pieces of the Gundams and stuff broke. And not just part broke but the part that connect. Once that happens, it's over. Also you may lose pieces.
That's elementary for all gundam and other action figure assembler/fan.

The top of those cabinets look like a bastard to dust, it'd take forever to take down and set up.

I guess usually it's the later when it comes to collecting items. You slowly buy each items one by one until your collection is done.
