That's close to how I headcanon Akagi too. A woman with good drive and undeniable skill who is also hiding the largest inferiority complex on the whole base. She balances it with attention-seeking and the need for external validation from Commander, throw in a little paranoia as well as the throwaway line that Kaga is her only friend and I can definitely see that neurotic cocktail becoming Akagi. Poor girl.
