So correct me if I’m wrong, but these sister conferences are somewhat similar to parents meeting with a teacher to discuss grades like on a report card. Except the sisters can designate a ‘parent’ to represent them? Hence Johnny and Fletch’s plight on the previous page.
Edit: And Gamby wants to represent someone (she was hoping Fletch and Johnny), but Sammy B. thought Gamby was choosing her?

I think the joke is Gamby want to be the 'parent' one, but ended up be 'parented' by Sam.

Not really. For the Japanese ships, they are clear who is the eldest so the eldest sisters take the reviews. For they are really the only one related enough to be the parents. But for the foreigners, as it's getting old, a little spices were added: the foreign DD are not scheduled, then now there are those who give reviews and those who take the reviews. As they were not scheduled, they seem to be able to choose.
And Gamby hoped Fletcher or Johnston would choose her as the parent, but they only wants the US carriers, not the escort one. SO she turned to Sam. Sam accepts, but there's a twist as Sam dubbed as the parent.
Yep.Yeah, yeah. I'll choose you, okay?You're really, definitely choosing me!?Saaaaaaam!Yep! Thanks.Huh!?Y-You're choosing me?Yep. There's no one else I'd rather choose.So you need Gamby's grades?Hm...?
Huh!?
This isn't what I was expecting.
