With how grand and flashy the few first episodes were I feared this would happen, if I didn't know better I would have thought their hair got frozen.

Mouth moving when there's no word said has nothing to do with animation quality but with the voice acting and it's actually extremely common. A lot of voice actors ad-lib lines, say lines too early, don't space out lines that are animated to be spaced out, or the script doesn't match the animation (ran out of lines but the character shown to be saying something else). Japanese voice work tend to care more about the delivery of the lines over whether or not they match lip movement which is totally different from the west. Look real carefully next time you watch anime, especially characters voiced by high dollar VAs you'll hear them talking without character mouth moving or the movement and sound don't match up.
Now with actual animation quality....yeah first 2-3 episodes showed off best....then they just kinda went down from there. Shou/Zui's movements were far better during their first appearance than in this episode. Well least got to enjoy some Yuudachi under boob....Though I'm still fuming at lack of Nimi love...

But it's hard to unsee that, and the hair not moving. In fact, must be the first time I saw that kind of error. I think a lil' bit of video editing to stop the mouth would have been good. Not like I know about animations so I don't know.
And yeah, the movement were all kinda like slow motion.
I guess we'll see if the Blu-ray version will fix anything.
I hope we'll see the Iron Blood side more, I was quit happy to see Z1 in action. But not enough Iron Blood screentime. Especially if they put Bismarck, means she should make an appearance, right? RIGHT?

lol that's the difference between a Japanese TV anime and when it comes to west or Blu-ray....there's no time for minor edits like that. You have to finish it and then get started immediately on the next week's episode. Which is way i loved and hated Kara no Kyoukai's monthly episode. They had the time to really iron out the animation and better match the voice work to animation. But that wait was torture.
