Kanda is physically female but could very well have a gender identity that is not "female" as commonly defined by society -- hell, she might not identify as "male" (or any other identity that would make her a "transgender female"), and may even be undecided currently on her gender identity (if she even thinks of the concept in the first place; she might just do what feels right for her and doesn't care about what to actually call herself as).
