To be fair, Ooicchi isn't usually depicted to have floating devices THAT big.

As for Ooi, I think her story line just went to a way too serious path with her seriously in love with Admibro but doesn't seem to want to compete with Kitakami in love, which will happen if the story line is advanced a little further.

Seeing as Kouji's Manga has been gags for most of the time, I can see how Ooi got neglected all this time.
