I'll grant that Toriyama's art style isn't what I'd call "fappable", but I'd certainly say this just looks like another artist's rendition of Lucca; certainly not "someone else cosplaying Lucca".
I just meant that Lucca is depicted a scrawny geek girl so, metaphorically, it's as if this is a totally different person just wearing her clothing. since this girl is curvy and only geeky-looking because of the clothing. So it's sort of like seeing, uh, Brad Pitt dressed as Egon Spengler (man, I don't know what made that pop into my head as the first analogy...)
It's nothing to do with Toriyama's art; in the same game the Ayla is depicted as very curvy and sexy and Marle is also depicted as being very attractive, albeit it in a less obvious way than Ayla. Lucca looks like a little boy with comically over-sized glasses on.

Anyway, it was just meant to be an off-the-cuff remark, based on the fact that it's probably the best Lucca picture that tsuyoshiro has ever seen because it's not a scrawny geek (as Lucca is) but a sexy girl "dressed as Lucca", speaking in a sort of abstract way. It is Bulma, its got a Capsule Corp logo on the jacket... IMHO whoever posted the lies is retarded...
Oh, and the Crossbow is not a Bow... TWO DIFFERENT MACHINES! Same principle, yes, but a Crossbow is slower, however can punch harder, while a Bow is quicker, quieter, and cheaper to build, allowing several hundred reasonably trained archers to just about block out the sun from the ammount of hell raining on a target. A crossbow is given mostly to the equivilent of sharpshooters to kill enemies from medium range, and still punch straight through enemy armor.
