ACTUALLY, that's quite untrue.

Arf spends most of HER time on Earth helping Amy watch over her kids and only comes to Mid during StrikerS to help watch over Vivio.

It's a semi-public facility. People other than Yuuno have access to it for various purposes, and Arf had a vested interest in trying to find more info on how to get Viv back.
