I think this might be a very subtle Ryuujou the Flattop joke - instead of her boobs sagging as she ages, it's her twintails.
Well, it's true in case of hair for anyone. I did some observation, and concluded like this. - Girl in middleschool/highschool often have their (long) hair done high up. - In last years of highschool/first years of uni, girls often have their (long) hair lower a bit. Often because it's a drag to do it high up (as I asked). - In last years of uni, their hair get tied even lower. Or actually, just cut shorter and let down. - After marriage and into 30s though, they tie their hair low, at about their neck. This keeps to about the 40s, unless they find their hair too cumbersome to tie up and just use hair pin to keep check of it. - Into the 40s and up, it's either short, held together by pins right around the nape.
These are what I concluded after observing a lot of women among my acquaintances who do their hair into ponytails.
Women keep their hair short because it's a hassle to keep it long. Duties and responsibilities increase with aging and maturing, so there is less time or reasons to keep hair long. Their mother/sisters can't assist them on their maintenance. They end up engaged with someone, no need to keep a tedious beauty aspect anymore. Children and work consume their lives, of course they will choose a practical hair style. White strands of hair are notorious the longer your hair is, hair color products get expensive the more hair you have and the list goes on for reasons people keep hair short it doesn't matter the age. There exist old women with long hair too.
My grandma had long hair through out her life, just until she got too sick that her long, silky black hair was a burden to her that our family had it cut for her. Turns out, being as busy as she could ever be, caring for her hair wasn't hard. As she just bath/wash her hair using the herbs grown in the garden in front of the house. "because it's feels cleaner than shampoo" was what she always said. And really, the herb garden wasn't tended to that often.
Though I do understand how women hair goes shorter or tied in easier ways over time along with their age.
