Due to the picture's style, making out the kanji on this is a huge pain in the ass. I'm reasonably certain of my interpretation of everything but the last two kanji (I think it's 理論, but I'm not confident enough to say "that's what it is").

I initially thought "物語理論" might be a reference to "theory-fiction", a word commonly used to describe Nick Land's writing style. But after searching for the term, I found it's actually a book Possible Worlds, Artificial Intelligence and Narrative Theory by cyberculture scholar Marie-Laure Ryan. I've updated the translation to show that.

A science fiction genre. Basic themes include the dehumanizing effects of technology, and the accompanying societal breakdown. Think dark and dirty, with lots of wires and neon.

Fits the definition pretty well, although there is no wire or neon.

The cyberpunk tag is for images that fit the aesthetic, not ones that offhandedly reference topics it covers. If it doesn't look like cyberpunk, then there's no reason to tag it as cyberpunk.
