My guess is that Lex and Sara's default skins are technically their idol outfits. A Slow Ahead comic shows this. Still though, Lex should get more skins, while Sara already has a lot. Actually surprised, Sara did not get one because she seems popular enough to get skins regularly.

For Comet, Cygnet is more popular and loved by her artist. Meanwhile, Shimamu Z35 is just not popular at all. That said, I am hoping the summer skins for these two and Bailey, which were teased in the Liz manga, to be released at some point.

It's pretty sad that in an event focused entirely on idols they didn't decide to do anything with them... It feels like a missed oportunity since they were pretty much floating idols.

As for popularity I guess it plays a big role on deciding which ships get special treatments and whatnot, but I'm not entirely sure about how big of a factor it actually is... As (for instance) we got a live 2D skin for Gneisneau in the last event and she wasn't precisely popular up to that point.

If you're talking about Yamashiro, she's only useless if you actually make her a BBV. You can just take all of her retro nodes except for the Modernization and she becomes one of the hardest hitting BBs in the game. It's your own fault if you chose to weaken her by changing her class.

It's a shame that Kaga can have a pure BB form, and Fusou and Yamashiro, who actually need it, can't.

What does this even mean? They're already BBs, you don't have to make them BBVs. How do they "need" it? They're basically almost as strong, if not actually as strong, as Tirpitz at anything above 0 ammo, if you do all of their retro but don't make them BBVs. Why do they need to be "pure BBs" just because Kaga gets a neat little nod to her intended ship class prior to being refitted, as a completely separate limited time ship, mind you?

Just don't fucking Modernize them and they're fine. I am honestly baffled by this comment.
