...Somehow, I don't think they would accomplish that even with a lot of pebbles.

I'm more worried for what's left of Kisume's bucket. By the end of this arc it's probably gonna be a crumpled up mass of iron.

Also a dam is a pretty bold move, given how strong the river current is.

Actually looking at it I'm wondering if Parsee is saying if they were to dam the river then Kyouko would be easy to find cause she would just be laying in the river bed. I might be wrong but that would explain why Kogasa is asking how many rocks.
