And that skill literally makes all enemy ships speed=0 for a set period of time when she launches planes (so it's an actual time stop). Her portrait also has clocks in the background. Additionally, her hair color and maid status also remind one of Izayoi Sakuya another Dio inspired character. I want to add this to the "about time saw it coming" pool but this came pretty quickly so...

Also worth mentioning that Formidable's chibi sprite throws multiple biplanes while idle. Replace those biplanes with knives and you got yourself a DIO/Sakuya inspired character.
