I spotted Algerian Naval Ensign on the ship in the background. Wonder what that means... if there is any meaning to that, anyway.

Well, must just mean an Algerian ship is the background. Remember Algeria didn't exist in WW2 as what it is now. Back in the 1940s, Algeria was French Algeria.

I don't think WW2 has anything to do with it in this case, I don't think they had attack helicopters

My guess is that the kanmusu are leading the modern UN forces into battle against the Abyssals. You can see that the flag mentioned is on what looks like a modern warship. As also mentioned, there's attack helicopters, but also in the top right, there's what looks like B2 stealth bombers. So, I would say this is meant to show a "modern" combined force of kanmusu and military.
