Judging by the pixiv tag 义肢拘束 that seems to be the name for this contraption, no English translation as of now, the first use of it seems to have been by kearful. So I guess we can assume they invented it. It seems to have been this artist, bzs_(kage_no_shinobu), that caused it to catch on.
Well... as frequent user in certain "Skyrim Mod Website" ahem Loverslab Ahem..., and Artist's previous comment, it's most likely from one of the Mods in said site with these kind of "Mech Bondage Suit" Dwarven Devious Cuirass A bit shame that not much people continue the idea much, but well it's something.
