Mmmmmh... this seems like the ability of the Warhammer's Imperial Guards commissar to boost morale by killing a member of the squad he's tagged in. But the icon of the Mosin squad is red, so they should be pinned down by a machine gun.

It was also a very benefitial ability, due to maxing out morale for one dead unit.

I believe in Company of Heroes 2 rather "Enemy at the Gates" take on the Red Army, the russians can also bolster pinned squads via execution.
