The name is very similar to the name of Koume Keito's circle "Aneko no Techou". The name given on his twitter (雨乃テツオ) should more accurately be romanized as Ameno Tetsuo. I have never seen ツ romanized as "chu", usually if it's not "tsu" it's "tu".
The first character of his surname, 雨, is read "ame" and means "rain". The second character in Koume Keito's (小梅けいと) surname, 梅, is read "ume" and means "plum". In addition to having similar sound, plums are associated with rain in Japanese. The Japanese word for the rainy season is 梅雨, lit. "plum rains".

Name changed to proper romanization for now. There are probably reasons why the artist decided to be active under a different name.
Checked back on this to discover this artist had been merged with tetsuo (amenohutikoma). Reverted, as I see no evidence to indicate they are the same person.
