Well... According to the definition of futanari... That's what we see here. Female character? Check. Dick? Check. Testicles (although not required)? Check? Observable breasts? Check. I mean, whatever, if the artist wants to label it FtM or whatever, I'm not saying that they can't. But this is a futanari. And should be tagged as such in addition to that.
