I'm guessing it was some prototype design that got changed during the course of the film's development. The thing on the poster actually looks similar to the tongue/tentacle part of the creature, although the coloration is a little different.

A big thing in the movie is the mystery behind what the Graboids actually are. I'd imagine the poster was a strategic choice so that it doesn't spoil the true nature of the Graboids.
