I don't think this is Utsuho, it might be Kanayama Nao, who can be easily mistaken as Utsuho.
From the thumbnail I thought it was Kagerou. When I saw the tag I just went "oh.... doesnt really look like Utsuho". Checking the twitter post and doing a quick auto-translate on the commentary the artist does indeed mention Nao.
