The verb can also mean a good deal of different things. He might be talking about copulating, he might not be.

I think he meant about 'if the (glass of drink) was full, use just a little (so it won't be found out)'

It can also mean "to administer/dose out", so there's the "If you're going to dose her, keep the dose small" interpretation.
