Pretty sure that’s Darjeeling with the Bonple sensha-do uniform. Maybe the artist wants to draw her wearing it.

As far I saw in official manga of Ribbon warrior, Jajka got green eyes, and side curly ponytail. It might be the author either draw Darjeeling intentionally or by mistake.
