I mean, look at the places where she taped them up. They are loose and are not going to be too good for health.

Looks like an old main to be honest, my dad is a pretty old electrician and got me to try to follow on his footsteps so since a kid I used to go and help him whenever he had a job and I wasn't in school, we lived in a pretty rural area and let me tell you I seen faaar worst mains, in all honesty I say this looks pretty decent not by today's standards but pretty ok.

Reminds me of the lighting patch panel backstage in the auditorium of my old high school, lo these many years ago. I used to know how all of that stuff was set up, and I was still able to sleep at night, because I didn't live there. :)

No. I know this is on the decent side.
I don't know how bad what you saw were, but I also have an uncle who is an electrical appliances technician (don't know the right word, he just fix stuff from a lamp, to amplifier and AC units...) and his main board was ok, but everything else? Damn, I always wonder how his workshop weren't on fire constantly.
Compared to that, this is still good. Just not very clean and has too many patches is all. Temps ones at that.

Looks like a training board, something you throw together to get the guys thinking more than anything. Hence why it looks like it's on plywood.
It's not that bad, the worse thing I noticed is wires crossing over each other, which can make rewiring the bitch a pain. Ideally, if you want to rip something out, it should be a quick and easy process. other than that, pretty standard stuff here.
