This is a reference to the famous Chinese fertilizer hoax brand Jin Ke La(Lit. Golden Soil Chunks).
Jin Ke La went viral as a meme due to its extremely exaggerated advertisement, alongside with its hilariously so-bad-it's-good TV commercial series.
According to these commercials, Jin Ke La is a fertilizer that can help rice crops to absorb nutrients 6.5 feet undergournd (while ordinary rice crop root is only half the length), and also boost the harvest of wheat to the jaw dropping amount of 13500kg per acre (while the realistic harvest is about 4500-6000kg per acre). Jin Ke La's alledged "creator" is a person called Count William and is alledgedly being treated like US president whereever he goes, and the secret of Jin Ke La is as worthy as the nuclear weapon formula.
San Diego is apprently where Jin Ke La's headquarter is located, and the commercials will also spefically announce that the company is based in "United States, San Diego" in the end. Only that San Diego is not spelled in English as "San Diego", but in Pinyin "SHENGDIYAGE" instead.
As you can imagine, people found this extremely amusing, everything have to do with the actual San Diego is now pretty much bound with this meme now.
