It's a character from Zetsuen no Tempest *points at copyright tag* wearing a Ravenclaw uniform.
The actual series borrows plot elements and motifs heavily (and openly) from The Tempest (the Shakespeare play), plus some allusions to Hamlet. It shares nothing in common with Harry Potter beyond having magicians as main characters (and villains).
This is just a third-party fanartist doing a (costume) crossover. But yeah, harry_potter should be tagged, because of the school uniform.
