Dude, the Admiral specially ordered all shipgirls to mobilize for the exercise, regardless of class type.

Probably the former. Wet clothes cling to the body, add significant weight that severely slow anyone down , and essentially destroy any chance of stealth by a) leaving a drippy trail that anyone can follow, and b) making loud soggy sounds when moving.

But we all know the real reason is Yua just wants an excuse to draw more naked girls. ^_^
