Having come across this elsewhere , working out it was the great Aoblue, and looking for it here only to discover I had favorited it, lo, these many years ago, I can only say this is one of the best pictures ever.

Well, I would help out, but in this case I am not conversant enough with Japanese/Gensokyon practices to know what the hell is going on.
