Although, having said that, I wonder if the requirements of being demonetized in Youtube Japan are any different than elsewhere.
AS far as I know, youtube is youtube, so regardless of region you can get demonetized. Youtube is pretty notorious for not having any system to address or even see what it is that you have against your account. I mean, things like red letter media received a strike (before it was rescinded) for using trailer footage in a review. You know, the sort of thing you release to the press so they can show.
Given that youtube recently made the step to remove comments on all videos featuring minors unless the channel gets vetted and promises to monitor all their videos for whatever it is youtube wants them to, I don't think they have any idea of treating regions differently.

Well, don't forget Youtube also making it so that any user with less then 1k subs *can't monetize their channel* they were bound to put their other foot in the tar pit eventually.
