It is the commander's fault if he/she place the fire support team next to the enemy.

I thought they are automatically in the back or something and they scatter when the enemy enters the second row. I'm on english server so we haven't gotten them yet.

You move them just like any unit. Difference is they need to be deployed from a special helipad and don't attack directly (they immediately "die" the moment they touch enemy units).
Edit: feel like I should elobrate more.
The HOC units have a range of how far they can provide support (2-3 nodes), so you need to move them to get in range, which cost action points. You need to plan carefully to get them in range while not getting harmed.
