Good lord, this comic. The entire premise is that 流す (nagasu), the verb meaning "to float away, to wash away" in "nagashi-bina", can also mean "to broadcast something (e.g. music)", "to cruise around in a taxi", and also appears in the phrase "nagashi soumen", a kind of... noodle-eating activity involving floating noodles down a bamboo chute.
That's it. That's the joke. I don't know how to translate this in a clever way.
