I'm pretty certain this is Rosa from FF4. I'm going by the shoulderpads and the appearance of a ponytail toward the top back of her head. Ponytail is something Celes doesn't have except as Maria, and Celes doesn't have spikes to her shoulderpads either while Celes does.

Another small bump because I'm changing this to Rosa. I'm very sure it's her, but as always, I'm open to discussing it if anyone thinks otherwise or has proof it's not.
