Unpooled. Generally speaking, images with any of the myriad Naked XXX tags should not be tagged or pooled, as the whole point of those outfits is that the wearer is otherwise completely naked, and the tag and pool are for images of characters whose outfits should include panties but either certainly or probably do not.

Obviously there are exceptions, such as pics with multiple characters in which one character is wearing a "Naked XXX" fanservice outfit, and another is (or might be) going commando but is otherwise fully clothed; but this pic is not such an exception to the rule.
