I doubt it was a matter of sexualization, and more a matter of who is prominent. They're at least nominally trying to sell this game to women, as well as men, so they're at least trying to pretend that while there's cheesecake, it's equal on both sides. (Which is why there's gender balance in the royal siblings, and in this game, they're all in swimsuits...)
When you put the girls front-and-center, while Leo's a forgotten sidenote scrawled into the corner to fill a blank spot like that (and isn't that just copy-pasting in his attack pose, too?), however, it belies where the priorities are.

I see what you mean. There should have been one from Xander and Leo's perspective (using its own unique art of course) with Elise and Camilla in the background. Having them mirror each other would have been a great medium since you get the best of both worlds.
