This is Oborodzuka Akari, one of the characters from the Onibi series created by Masa!  
The onibi series is a series of horror vocaloid songs. 
Masa is a vocaloid song producer who makes some unique catchy tunes-- It's not everyone's tastes though.

The songs have some pretty dark and graphic lyrics, so I don't reaaaaaally recommend kids to check the songs out?? 0 u0;;
