The scenery and ambiance looks definitely fin-de-siecle British --- even Newlyn School, but could equally well be on the east coast, like Norfolk or Whitby --- yet the pipe inclines me to Gangut. The brushwork behind could be Boudin, at a French port.

I thought that I think the image does not represent America XD, but rather to Britain.
